The Planned Development (PD) is an alternative to standard zoning districts in which the landowner and City Council negotiate the zoning standards that will apply to a specific parcel of land such that the resulting development will be of superior quality while protecting the health, safety and welfare of the general public. The PD will promote efficient and economical land use, an improved level of amenities, appropriate and harmonious variety in physical development, creative design, improved living environments, and protection of existing and future City development. Under this development process, land development is planned as an entity under a Master Development Plan and overall density of the site remains constant while dwelling units are transferred throughout the site and developed in clusters, tracts, pods, etc. Additionally, greater amounts of land are allocated for open space, a mixture and variety of housing types and land use are provided for and natural elements are preserved. Planned Developments may include a mixture of uses, but such uses must conform to and implement the Comprehensive Plan. The district shall be consistent with the Future Land Use category in which the property is located.
